That rule exists, but it is written for Indian and Chinese nationals only. It does not extend to a Bangladeshi passport, and the airline will check at boarding.

That applies to Indian nationals, not Bangladeshi ones. On a Bangladeshi passport the UAE visa is arranged before travel through an airline, hotel or sponsor, and is currently subject to processing holds.

Which countries can a Bangladeshi passport holder visit with a valid US visa?

Does the visa need to be used already?

For some of them, yes, and it is the condition people miss most often. Albania, Saudi Arabia and Egypt all want a visa you have actually travelled on, and the border asks for the entry stamp that proves it. Others want a multiple-entry visa, and a few want six months of validity left on arrival. The checker on this page sorts the list by which of those you meet.
